Learning objectives

 

Referring to knowledge

The course seeks to ensure students understand how social policies work today. The course explores how relations between the State, the market and society have undergone major changes that have modified the concept and functioning of the European welfare states; moreover, people’s imaginary of what a social policy is often fails to correspond to reality. The course examines the structure and changes undergone by Europe’s welfare states, as well as the evolution of the main social policies in Spain and Catalonia over the last three decades.

 

 

Teaching blocks

 

Block 1. Relations between state and society

1. Content
The theoretical foundations of the relationship between politics and society are explained. The concepts of power, collective action, social and cultural capital, and nationalism are discussed. The relationship between economic policy and the social policy of states and their social consequences is also examined. 

2. Goals
The goal is to understand the theoretical foundations of the relationship between policy and society, as well as the relationship between economic policy and social policy and their consequences.

Politics, society, power, collective action, social capital, nationalism, political economy.

Block 2. Development and models of the welfare state

1. Content
The origin and development of the welfare state is explained. Social policies are contextualized as a relatively coherent and strongly interconnected system, the result of historical, social and political processes. This topic should also serve as a bridge between theoretical reflections on the role of social policies in contemporary states (as discussed in the first part of the course) and the analysis of different specific policies that are central to state intervention in today’s post-industrial societies (the focus of the second part of the course).

2. Goals
Understand the models and characteristics of the welfare state in a comparative context. Contextualize social policies as a relatively coherent and strongly interconnected system, the result of historical, social and political processes.

Block 3. The crisis of the welfare state

1. Content
The crisis of the welfare state explained. What led to the crisis. The changes that the crisis has entailed in terms of specific social policies are analysed in a comparative context, taking into account various tiers of government and administration.

2. Goals
Understand the reasons why the classic welfare state model needs to be modified and what these modifications entail.

3. Keywords
